Hong Kong officially legislates child car seats (child restraints/child car safety seats/carseats)

The Hong Kong Government confirmed the relevant amendment regulations of the Road Traffic Safety Equipment 2024 in Legal Notice No. 179 of 2024, which mainly have three key points:
- The regulations apply to all private cars (🚗 including Uber private cars).
- Children under 8 years old or under 135 cm in height must use an approved child safety seat.
- Drivers who violate the regulations will be issued a penalty notice of HK$230. If there is no reasonable explanation or it is an emergency, the maximum fine can be up to HK$2,000.
🌈 For new parents, these regulations can be understood as follows:
👶 Newborn babies : When your baby is discharged from the hospital and goes home for the first time, you cannot carry him/her in a private car . You must use a Group 0/0+ carrier or a 360-degree safety seat.
🍼 Infants aged 0-3 years : Use a Group 0+/1 safety seat (suitable for 0-4 years). We recommend choosing a 360-degree safety seat for easy entry and exit.
👦 Children aged 3 years or above : Use a Group 2/3 safety seat (suitable for 3-12 years old), which must have a backrest and side guards, and be equipped with a child footrest to improve comfort and safety.
Regarding the specifications of safety seats, the revised regulations include the following standards:
- British Standard BS 3254:1960 or BS 3254:1991;
- Economic Commission for Europe standards ECE R16, R44 and R129;
- Australian Standard AS 1754-1995;
- New Zealand Standard NZS 5411;
- U.S. Federal Motor Vehicle Safety Standard FMVSS213;
- Japanese Industrial Standard JIS D0401:1990 or JIS D0401:1996;
- National Standard of the People's Republic of China GB 27887-2011.
Furthermore, the government news website mentioned, "In addition to traditional child safety seats, there are also portable child safety devices available on the market, such as seat belt adjusters, wearable safety vests, and foldable booster seats. These devices can effectively protect young passengers in traffic accidents and significantly reduce the risk of death or serious injury." You can purchase these portable safety devices at RB:

Maternity/Infant/Child Car Seat FAQs
What are i-Size and ECE R129? What is the relationship between them?
i-Size is an implementation detail of the EU safety standard, while ECE R129 (2013/2017) is the EU safety regulation itself. Both have the same goal: to set standards for child safety in travel. The following are the main contents of the standard:
1) Newborn babies must ride in a rear-facing position until at least 15 months old. This position can minimize the impact on the baby's neck when braking.
2) More emphasis on side impact testing, significantly improving safety standards
3) ISOFIX is easy to use, reducing installation errors and giving parents peace of mind. Children using car seats are also given maximum safety protection.
4) Car seat groups are now classified by child height, which is more suitable and safer than the previous classification based on weight. The following is a reference table of Group / i-Size height and age:
- Group 0/0+: 40-85cm (newborn to 15 months, infants under 76cm in height must ride in the rear)
- Group 0/1: 40-105cm (newborn to 4 years old, 360-degree rotation, front and back placement available)
- Group 0/1: 61-105cm (12 months to 4 years old)
- Group 0/1/2: 40-125cm (newborn to 7 years old, 360-degree rotation, front and back placement available)
- Group 0/1/2/3: 40-150cm (newborn~12 years old)
- Group 2/3: 100-150cm (3-12 years old, safety booster seat with side guards and backrest)
- Group 3: 125cm+ (6 years old+, mainly for safety booster cushion)
How do I choose between different car seat groups? Which ones offer the best value? Is there a "one-size-fits-all" option where I can buy one and forget about everything?
Car seats on the market are mostly categorized by Group 0/0+/1/2/3. Below we explain them by age to make it easier for parents to understand.

Parents may wonder: Why is there a need for age groups, such as 0-4 years or 3-12 years, when "one-size-fits-all" is available? In different markets around the world, newborns typically begin with a Group 0/0+ carrycot (such as the Maxi-Cosi CabrioFix ), followed by a Group 0/1. When children reach three or four years old, their height exceeds 105cm, and they move to the final stage, Group 2/3 (such as the Recaro Monza ).
The reason for age grouping is that a single seat design sometimes cannot meet the needs of all age groups. Secondly, because children in different places have different living habits, their car seat requirements also vary. The safety of the seat is also directly affected by the child's comfort level.

How safe is it for pregnant women to wear seat belts?
The lap belt or the horizontal strap section of the seat belt should be adjusted low to the level between the hip bones, just below the abdomen and above the thigh bones, keeping the belt close to the pelvis, one of the strongest bones in the body. Never place the seat belt across the abdomen. The diagonal strap section should be placed between the breasts and above the abdomen. Adjust the seat belt until it is comfortable. If the seat belt is too tight around the neck, adjust the seat appropriately. For the safety of pregnant women and their unborn children, it is crucial to wear the seat belt.

Why are rear-facing car seats better than forward-facing ones, especially for young babies?
Generally speaking, according to i-size regulations, babies 15 months or younger must use a rear-facing car seat. This ensures maximum protection in the event of a traffic accident. It's five times safer than a forward-facing car seat! A rear-facing car seat not only absorbs impact but also distributes it evenly across the baby's back, significantly reducing the risk of serious injury. More importantly, a rear-facing car seat better protects vulnerable areas like the head, neck, and spine. Babies 15 months or younger are especially vulnerable due to their immature physical development. Therefore, special attention needs to be paid to protecting these vital areas.
Often, in a traffic accident, the body's inertia can cause us to suddenly lean forward and then backward, which can lead to head and neck injuries. A rear-facing car seat, facing the opposite direction of the vehicle's travel, not only absorbs some of the impact but also provides support for the baby, preventing them from being thrown forward by inertia. This significantly reduces the risk of head, neck, and spinal injuries.
Therefore, for your baby's safety, we recommend using a rear-facing car seat as much as possible until they reach their maximum height (approximately around 4 years old). Parents can refer to the usage restrictions of each car seat model and use the car seat correctly to ensure your baby's safety!
What is ADAC and why do scores matter?
ADAC (Allgemeiner Deutscher Automobil-Club), based in Germany, is recognized as an authoritative testing organization within the industry. ADAC uses a stricter rating system than established regulations to evaluate car seats. All products tested are purchased directly from the market, rather than submitted by the brands themselves. In other words, the products tested by ADAC are the products you will actually buy, ensuring a thorough and fair evaluation of the safety and comfort of your car seat.
ADAC uses five key scoring criteria: safety, usability, ergonomics, hazardous materials, and workmanship and cleanliness. These criteria comprehensively assess a car seat's safety, comfort, and ease of use.
ADAC uses a scoring system that directly reflects the performance of a car seat. The lower the score, the better the performance! When choosing a car seat, we should not only pay attention to whether the car seat has been tested by ADAC, but also pay attention to the score to ensure that the car seat is safe and comfortable. The ADAC scoring system is as follows:

▪︎ 2.6-3.5 Satisfactory
▪︎ 3.6-4.5 Sufficient

Therefore, we recommend that parents give priority to car seats with ADAC ratings below 2.5 points when purchasing seats!
Can I use a used car seat?
For your baby's safety, we strongly recommend against using a used car seat or one that's been in an accident. Whether you purchased a car seat or one used by a family member or friend, there's no way to know if it's safe and reliable. While some used car seats may not show visible signs of damage, their internal structure may be compromised, significantly impacting their safety and protective effectiveness. Therefore, to best ensure your baby's safety, we strongly recommend that parents equip each child with a new, reliable car seat.
I have to move my baby from the car seat to the stroller every time I get in and out of the car. Is there a more convenient solution?

6 things to consider before buying a baby car seat

1. Safety: Choose according to the latest infant car safety seat regulations
Of course, the first and most important thing to remember is safety. The purpose of buying an infant car seat is to keep your baby safe while riding in the car.
Most car seats currently on the market meet the European R44 safety standard. However, the latest European car seat regulations, R129, are more stringent. These regulations include mandatory rear-facing seating for children under 15 months old, reinforced headrests and seat wings to ensure they pass side impact tests, and the use of Isofix mounting systems.

The latest EU standard for baby car seats, R129, sets strict height limits, which is especially important if your baby is premature or has a low birth weight. Make sure the car seat has a snug, comfortable newborn insert to keep your newborn comfortable and secure in the baby car seat.

Additional factors to consider when purchasing an infant carrier:
1. Compatibility: Can be used on baby strollers
Before purchasing an infant carrier or car seat, you should make sure it can be used with the corresponding stroller. Compatibility with the infant carrier and car seat will allow you to easily remove the infant car seat from the stroller and buckle it in.
But don't worry, most strollers are equipped with adapters. With the appropriate adapter, the infant carrier and infant car seat can be used perfectly.
2. Portability: Not too heavy
The weight of a carrier or infant car seat shouldn't be the deciding factor in choosing one, but it's still important. Some car seats are significantly heavier than others. The maximum weight of an ISOFIX infant car seat and child is 33 kg. Therefore, a heavy baby car seat limits the weight of the child who can use it. And since a carrier needs to be lifted and lowered daily, weight is crucial for caregivers! Excessive weight can also raise safety concerns.

Which side of the car is best for an infant car seat?
Generally speaking, the middle rear seat is the safest place to install a car seat, as it's less susceptible to impact from a side impact. However, if the middle rear seat isn't level or doesn't have ISOFIX buckles, consider installing it in the seat behind the front passenger seat. This is because it's more convenient to open the door and assist with child entry and exit when parked on the side of the road than behind the driver's seat.
When do you need to replace your car seat?
A car seat should be replaced when your baby reaches the height or weight limit of the infant car seat, or when it is damaged or expired.
When is the best time to buy an infant car seat?
We recommend purchasing a baby car seat about a month before your baby's due date. A baby car seat is safest for the journey home from the hospital, so it's best to purchase it in advance rather than at the last minute.
Can I buy a used baby car seat?
We do not recommend buying used car seats because they may be expired or damaged. Especially if you do not know the origin of the used car seat, you should avoid buying a used infant car seat. Generally speaking, there are risks associated with buying a used car seat:
● The Car seat may have been involved in an accident;
● The car seat may be too old or expired. (Generally, the expiration date is printed on the plastic part of the infant car seat, usually at the bottom of the seat. If you can't find the expiration date, you need to contact the seat manufacturer to learn the expiration date and more information about the seat.)
● Car seats may have hidden cracks;
● The car seat model may have been discontinued and no matching parts may be available;
● Car seat does not comply with the latest safety regulations: Many car seats are the old R44, while the new law has changed to the more stringent R129
The purpose of purchasing a car seat is safety, therefore, we do not recommend purchasing a baby car seat of unknown origin.
Which is better, seat belt anchorage or ISOFIX?
Although the R129 standard allows infant car seats to be installed using either seat belts or ISOFIX, ISOFIX is still recommended as a priority.
Studies have shown that the majority of fatal car accidents involving children are caused by improper use or installation of car seats. This means that the problem isn't with the infant car seat itself, but rather with incorrect installation. Therefore, when an accident does occur, the car seat doesn't provide the protection the child needs. This is why R129 recommends ISOFIX. ISOFIX is easy to install and remove, making it quick and easy, while also reducing the risk of misuse and improper installation of infant car seats. Buying an infant car seat is about safety, and ISOFIX ensures optimal protection for your baby. We recommend parents use car seats equipped with ISOFIX.
